Advancing Dialogue on Health Security and Preparedness with the Secretary General of the Council of Europe

In the unique institutional setting of San Marino, I had the opportunity, in my capacity as President of European Centre for Disaster Medicine, to engage in a constructive and forward-looking exchange with the Secretary General of the Council of Europe.The discussion, on the occasion of the Ceremony of Investiture of the Captains Regent, offered a valuable moment to reflect on the evolving nature of security in Europe, where health preparedness, crisis response, and resilience are increasingly interconnected with broader institutional and geopolitical dynamics.
Today, disaster medicine can no longer be seen as a standalone domain. It is part of a wider framework where public health, civil protection, and security must converge to address complex and multi-layered risks.
In this context, CEMEC continues to play an active role in supporting capacity-building, promoting knowledge exchange, and contributing to the development of integrated approaches that strengthen readiness at both national and international levels.
Encounters such as this reaffirm the importance of dialogue between institutions and of building shared perspectives to navigate uncertainty with coherence, responsibility, and long-term vision.
