Disaster Medicine and Health Safety in Future Operational Scenarios

The three-day Nigeria Conference NISECEXPO served as a high-level platform for dialogue on defence, security, resilience, and future operational challenges across Africa, bringing together delegates from more than 50 countries.CEMEC participated as a partner and speaker, contributing expertise in disaster medicine, health preparedness, and civil–military cooperation in complex and non-permissive environments. Discussions addressed emerging threats, CBRN and cyber risks, fragile and conflict-affected settings, and the need for interoperable civilian–military response frameworks.
Our contribution highlighted readiness through standardized training, scenario-based simulation, and innovative tools supporting emergency medical and civil protection operations under high-risk conditions, in line with its role within the Council of Europe’s EUR-OPA Major Hazards Agreement.
The event reaffirmed its relevance as a forum for institutional dialogue, knowledge exchange, and international cooperation in security and disaster preparedness.
