Enhancing Mass Casualty Incident Preparedness and Response in Disasters: An Advanced Focus on Clinical and Operational Activities

Delivered in partnership with the Readiness Programme and the Disaster Medicine Academy, with CEMEC as an institutional partner, this intensive programme placed emergency and healthcare professionals directly within the complexity of a mass casualty incident.Participants worked through advanced triage systems, incident command structures, surge capacity planning, and multi-agency coordination. Every session was built around one essential principle: the decisions taken during the first hour can shape outcomes for many hours to come.
The classes culminated in a full-scale mass casualty incident simulation exercise. This was not a guided walkthrough, but a realistic and dynamic decision-making environment in which participants had to lead, prioritise, communicate, and adapt in real time. The debrief that followed provided an important opportunity to reflect on those decisions and consolidate the lessons learned.
One of the course’s greatest strengths was the diversity of its participants. First responders, healthcare professionals, disaster managers, airport personnel, Coast Guard members, military representatives, and NGO personnel trained side by side. In a real mass casualty incident, organisational boundaries quickly become secondary, and effective interoperability becomes essential.
