That person becomes the first link in the rescue chain, and San Marino has chosen to invest precisely in this.
The Republic of San Marino has completed the first cycle of a national first responder training program. Approximately 120 public sector employees from all sectors of the public administration, including offices, schools of all levels, the State Autonomous Service Agency, and cultural and musical institutions, participated, led by a team of approximately 15 instructors. Together, they acquired the kind of practical skills that truly make a difference when it matters most.
The training covered the entire emergency response process. It began with activating the rescue system and communicating clearly with the operations center, then moved on to assessing the scene and its hazards, and finally assessing vital signs and the patient's level of consciousness. From there, practical training began: airway management, cardiopulmonary resuscitation (CPR), and early defibrillation, along with recognizing situations where time is crucial, such as acute coronary syndromes, sudden respiratory distress, severe allergic reactions, and seizures. Trauma assessment, heat, cold, and electrical injuries, and hemorrhage control completed the program.
Spreading these skills throughout public institutions strengthens the system from the ground up. It prepares workplaces and schools to respond promptly and methodically, reducing the critical gap between the moment something happens and the arrival of specialized assistance. This is where preparedness stops being a principle on paper and becomes something the system actually knows how to do.
And this is just the beginning, because collective security is built with expertise, method, and ongoing training.
