Managing Major Emergencies Through Immersive Training

CEMEC had the opportunity to attend a highly impactful 2-day course on Multiple Casualty Management. The training was held at the National Simulation Centre in Emergency and Disaster Medicine, located within the Clinical Emergency County Hospital of Târgu Mureș, one of the most advanced facilities of its kind in the region.A key strength of this initiative was the impressive work of the Romanian VR Simulation Team, a group of training experts specialized in emergency medicine and disaster response.
Their contribution enabled the delivery of nearly 10 hours of immersive virtual reality scenarios, placing participants in realistic, high-pressure situations such as road traffic accidents, complex multi-casualty incidents, and hazardous substance events.
This approach represents a significant step forward in disaster medicine training in Romania, combining theory, tabletop exercises, and advanced simulation into a coherent and highly practical learning experience.
The Centre itself operates within the framework of SMURD (Mobile Emergency Service for Resuscitation and Extrication) a cornerstone of Romania’s integrated emergency response system.
The SMURD Foundation also plays a crucial role in supporting this ecosystem, contributing to the development of an integrated system that combines healthcare, emergency technologies, and advanced first aid capabilities. Its work is built on strong and sustainable partnerships with key national institutions, including: the Ministry of Administration and Interior (General Inspectorate for Emergency Situations and the Special Aviation Unit), the Ministry of Health and local public authorities
Together, these actors ensure a coordinated, high-level response capacity and continuous investment in training and innovation.
A sincere acknowledgment to Dr. Raed Arafat, Secretary of State, Coordinator of the Department of Emergency Situations, Ministry of Internal Affairs, the Head of the Emergency Department Prof. Cristian Boeriu, and the entire VR team involved, including Emilia Turucz, Diana Vicas, Oana Mates, Alexandra Petrovan, Gabriel Cadar, Adelina Grama and Alina Craciun, for their commitment.
For CEMEC, being present was a valuable opportunity to engage with a forward-looking training model that reflects the evolving needs of emergency and disaster response.
